In a dutch oven (or large pot) saute together the onion, garlic, green pepper, and olive oil until onion is transparent (about 10 minutes).
Add the chopped tomatoes, celery, oregano, basil,sugar, salt, and ground black pepper. You can also add other vegetables from your garden (or generous friend!) like zucchini, mushrooms and more.
Cook for 2 to 3 hours on low, stirring frequently. Cool and then divide into freezer bags. Freeze flat to save space in your freezer!
